Heat oil in a large skillet. Add minced garlic and cook for 2 minutes. Whisk in tomato paste and next 7 ingredients. Simmer an additional 5 minutes. Stir in water.
Place meatballs in a large slow cooker. Pour sauce over. Cook on low for 3 – 4 hours until heated through.
To serve, fill rolls with meatballs and sauce, then top with cheese.
